Carrollton Volunteer Fire Department was dispatched at 5:48 a.m. Tuesday 9 September to a reported "...accident with injuries...state police on scene..." on Carrollton Blvd. near the Raceway convenience store. Squad-10 responded from Station-10 in very heavy rain that had already flooded many areas in Carrollton and Smithfield with more than one foot of water measured within an 8 hour period. A Carrollton EMT volunteer in a POV arrived on scene first and advised minor injuries. S-10 crew arrived in heavy flooding conditions to medically assess the patient and ultimately obtained a patient refusal of transport. State Police and Isle of Wight Sheriff's Deputy units closed the two southbound lanes of Route-17 due to heavy flooding as well as the left northbound lane. The southbound James River Bridge span was also closed at 6:30 a.m. and remained closed until 4:15 p.m. Traffic continued to flow north in one lane along Carrollton Blvd. at very low speeds causing traffic to back up for several miles.



Carrollton VFD received a second dispatch at 6:22 a.m. to a motor vehicle collision involving "...two vehicles...head-on..." on the Isle of Wight County side of the Hazelwood Bridge over Chuckatuck Creek. Carrollton volunteer EMTs in units Squad-10 and Engine-10 as well as several other volunteers in POVs responded to this second emergency scene and arrived to find heavy damage to both vehicles and two injured occupants. Automatic aid was requested from Isle of Wight Volunteer Rescue Squad and unit Medic-60 was dispatched from Smithfield. The two patients were transported to an Emergency Department in Suffolk in ambulances S-10 and M-60 because the route to the closest trauma center in Newport News was blocked by high water and the adverse weather precluded launch of an air ambulance. E-10 remained to assist State Police and Sheriff's Deputy units with scene protection and traffic control operations until vehicle recovery was complete.
