Carrollton Volunteer Fire Department was dispatched 1014 Friday 29 November 2013 to a reported "tractor trailer overturned with debris all over the roadway" at the intersection of Brewer's Neck and Carrollton Boulevard in Virginia's Bartlett precinct. Carrollton volunteers in POVs responded quickly and units Rescue-10 and transport ambulance Squad-10 with volunteer crews arrived from Station-10. Smithfield volunteer firefighter Lieutenant Ryan Gray happened on scene first, reported no injuries and was asked to assume incident command until Carrollton VFD volunteer Fire Captain Timothy Nunez could arrive. The R-10 crew immediately began hazard mitigation operations to contain a small fuel spill and S-10 crew assumed patient care of the vehicle operator who refused transport. Virginia State Police and Isle of Wight Sheriff's Officers arrived on scene for traffic control, investigation and reporting. Carrollton VFD crews remained on scene until 1254 when cleared by VSP. The eastbound lanes into the intersection remained closed to traffic until after the vehicle and all debris had been removed at 1411.
